It takes strong and coordinated networks of actors at the national and local levels to defeat terrorist or radicalised networks. To highlight the importance of the multi-agency approach in countering violent extremism (CVE), EUAM Iraq coordinated a study trip to France for a senior delegation from the Iraqi National Security Advisory (NSA) led by Ali Abdullah Albedeiri, Chairman of the National Committee on the Implementation of the CVE Strategy at the NSA.
The participants were introduced to the French CVE model through meetings with several key state and municipal actors, including the Interministerial Committee for the Prevention of Delinquency and Radicalisation (Comité Interministériel de Prévention de la Délinquance et de la Radicalisation), the General Directorate for Internal Security (Direction générale de la sécurité intérieure), the Coordination Unit for Combating Terrorism, (Unité de coordination de la lutte anti-terroriste) and the Prefecture of Arras.
The objective of this study trip is to further enhance the institutional capacity of NSA by witnessing firsthand how interministerial coordination, intelligence sharing and community-led initiatives are conducted at both the strategic and operational levels in Europe.
EUAM Iraq’s Senior Strategic Advisers on CVE commented: “By bringing Iraqi counterparts closer to the French model, the Mission seeks to strengthen Iraq's CVE framework and shed light on the best practices to improve early detection, prevention and response to radicalisation threats.”
