EUAM Iraq in conjunction with the Ministry of Interior’s (MoI) Director General (Planning) and key interlocutors organised a four-day strategic planning and implementation workshop held from February 28 to March 3.
The event was a continuation of EUAM Iraq’s efforts to enable the sustainable organisational and strategic development of the Ministry, a central element to EUAM Iraq’s partnership with the MoI.
The latest in a series of advisory workshops jointly convened with the Mission, the event representedone of the most ambitious ventures EUAM Iraq has embarked on to date in terms of scope and eventual impact.
The event focused on the systematic execution and operationalisation of strategic priorities in the context of the MoI Five Year Strategic Plan 2019-2023 and the 2022 Annual Plan.
It drew extensive and diverse participation from the senior echelons of the Ministry including the Minister’s Office, Planning and Follow Up Directorate, High Institute for Security and Administrative Development, Anti-Narcotics Directorate, Federal Security Affairs, INTERPOL National Central Bureau, Federal Police Command, Administrative and Financial Affairs and the Police Affairs Agency.
34 Senior Officers participated in the workshop, including 6 at General Officer level, demonstrative of the Ministry’s commitment to both effective planning and strategic level engagement with the Mission. Governorate level participation, including from the Southern town of Basra also reflected the scope of inclusion and stakeholder consultation inherent in the exercise - factors critical to the overall efficacy of the strategic planning and execution process.
Issues being addressed included resourcing, fiscal, and budgetary dimensions of planning and implementation along with accountability, monitoring, evaluation, and governance. A range of modalities were being utilised including lectures, syndicate work, reflection, and assessment to maximise the learning from the event and contribute to institutionalising its outcomes.
The Director General (Planning) Major General Faris expressed his gratitude for the Mission’s enterprise:
“The strategic planning agenda is of critical importance to the Ministry of Interior. I wish to thank EUAM Iraq for its continuing commitment and support in working with us to facilitate this joint venture which will enhance vital planning capabilities and long-term sustainability”.
As part of its intensifying engagement, the Mission has programmed further workshops to be held in Baghdad as well as an event in Basra.
At its conclusion, the programme will culminate in some 290 personnel having participated. Ultimately it will contribute to the Ministerial strategic objective of the MoI becoming more effective, more responsive, more accountable, and more transparent.
In conjunction with other support being provided by the Mission, the series of workshops will be instrumental in enhancing organisational effectiveness in the Ministry. More broadly, this will also enhance the provision of civilian policing services to the Iraqi people. Implementation will also contribute towards enhancing community confidence in public institutions and human security.
The event was held at the MoI/EUAM Iraq Joint Coordination Centre. This venue continues to be an effective delivery platform for advancing the Mission’s mandate and building resilience with, through and in the MoI.
