EUAM Iraq met with the NATO Mission Iraq (NMI) to discuss the technical cooperation and synergies in the context of the implementation of NMI’s Building Integrity Programme in the Iraqi Ministry of Interior. EUAM Iraq’s role is to advise the Ministry on the usage of the outcome of the programme.
Through its mandate, EUAM Iraq is committed to supporting and enabling nationally led anti-corruption and integrity building efforts which is a key policy imperative for Iraqi security institutions and in particular the Ministry of Interior (MoI).
The discussion centred on the synchronisation of efforts to ensure coherence in policy interventions and with due respect to the EU institutional framework, in strengthening the MoI’s strategic resilience against corruption.
In particular, the development of the MoI Self-Assessment Process, a key element of the Programme, its contextualisation and specificity, were discussed.
The issue of support to enable the Ministerial Integrity Committee to substantively advance the broader institutional integrity building agenda over the next two years and enhance good governance was also focussed on.
The objective of the Assessment, which will be entirely Iraqi owned, led and delivered, is to assess and identify institutional vulnerabilities and susceptibility to corruption through the proven BIP systematic approach which is currently also being implemented in the Iraqi Ministry of Defence.
The procedure will assess business practices, systems, and processes. The outcome will ultimately inform and enable the development of an institutional action plan which will support the MoI’s strategic policy objective of reducing the risk of corruption and strengthening good governance.
In recognition of her contribution to the constructive partnership which has been developed between the Mission and NMI in this policy area, Ms Valerie-Anne TAILLANDIER, Building Integrity Coordinator NMI, was presented with a EUAM Iraq plaque.
